China Keeps Three Offshore Investment Channels Open Under New Rules

Image: TokenPost

Investors in China can continue using three established channels to reach offshore financial markets under revised outbound-investment rules that also explicitly cover resident individuals. The channels are qualified domestic institutional investor (QDII), Hong Kong Stock Connect and Cross-boundary Wealth Management Connect. The rules take effect Dec. 1, replacing a 2017 framework focused mainly on domestic enterprises and non-enterprise organizations. The updated definition of investors includes domestic enterprises, other organizations and resident individuals. Investments through the listed channels generally do not require approval, filing or reporting under the rules. Exceptions apply if an investor, alone or with persons acting in concert, gains control of a company or reaches 10% or a multiple of 10% of its equity or voting rights.
