The Office of the Comptroller of the Currency (OCC) has finalized new regulations governing the issuance of payment stablecoins in the United States. These rules set standards for reserve backing, redemption processes, audits, reporting, and risk management among authorized issuers. The OCC released its final rule earlier this week, with the regulation scheduled to take effect on January 18, 2027. The framework follows the enactment of the GENIUS Act in July 2025, which established federal requirements for eligible payment stablecoin issuers and outlined prohibitions for digital asset service providers selling non-compliant stablecoins to US consumers. These new federal standards apply to subsidiaries of national banks and federal savings associations, non-bank entities authorized by the federal government, state-approved issuers, and eligible foreign issuers.
